Mr. Mshelia CS, holds a BSc Degree in Actuarial Science from the Ahmadu Bello University Zaria in 1985.

His career started in the Public Service with the Borno State Government in October 1986, before moving into the Private Sector in 1991 with the then Nigeria French Insurance Company Limited in Lagos. In September 1997, Mr Mshelia re-joined the Public Service and started work with the National Health Insurance Scheme (NHIS) as a principal Actuary in the Department of Planning Research and Statistics (which later became Department of Planning, Research and Monitoring). He rose through the ranks to the position of a General Manager (GM) in the Organization. Mr Mshelia is a pioneer staff of the NHIS and is at present head of NHIS Zonal Office in Maiduguri. As a Zonal Coordinator, he oversees NHIS operations in States of the North East Geo-political Zone.

Mr Mshelia has attended many local and international Courses on Insurance/Reinsurance, Actuarial Evaluation and Costing of benefit- packages, Strategic Planning and other areas of Management. He is also an online student of MSc in HealthCare Management by the UNICAF University, Zambia.

He is Married and blessed with Six (6) Children.
